The evaluation of the functionality of the national core curriculum of pre-primary and basic education

Ministry of Education and Culture has commissioned The Finnish Education Evaluation Council to launch a project for the purpose of evaluating the functionality of the national core curriculum of pre-primary and basic education. The project will be carried out during 2009–2010.

The object of this evaluation project is the curriculum system of pre-primary and basic education and the distribution of lesson hours in basic education. More particularly, the evaluation focuses on the suitability, steering quality and applicability of the curriculum system and the distribution of lesson hours.

The evaluation focuses on: 1) the realization of the will of the education policy in drawing up the national core curriculum, 2) the success of the process of preparing and carrying out the national core curriculum and 3) the functionality of the curricula that have been formulated according to the national core curriculum, from the points of views of the National Board of Education, the organizers of education, schools, teachers, pupils and their parents.

The evaluation aims at developing the functionality of the curriculum system, the national core curriculum of pre-primary and basic education, the distribution of lesson hours, and local curriculum processes. It aims at supporting the implementation of the curricula and the distribution of lesson hours, strengthening the pedagogically continuous basic education and supporting national and local evaluation that are founded on the curriculum.

The data to be evaluated consists of existing research results, evaluation and follow-up data, articles, meta-analyses, focus group interviews, internet questionnaires and case studies.

The collection of the data will be carried out mainly during August-September 2009. Essential preliminary results will be released at the beginning of 2010. The report of the project will be completed by the end of 2010.
